同志们： 前段时间，应急管理部召开专题电视会议，对深入开展危险化学品安全综合治理进行了动员部署。近期，省政府召开电视电话会议，会议强调，要把加强危险化学品安全管理作为安全生产工作的重中之重，长期抓、持续抓、反复抓，紧抓不放、一抓到底。特别是近期甘肃省兰州市、上海市等地方均发生危化品爆炸事故，基于此，市政府决定召开这次会议，主要目的是贯彻落实国务院、省政府危险化学品安全综合治理电视电话会议精神，安排部署我市危险化学品安全综合治理工作。会前，**市长对这次会议作出重要批示，市安委会迅速下发了《辽源市危险化学品安全综合治理方案》（以下简称《方案》）。刚才，**同志就《方案》重点工作作了简要说明，我完全赞成。下面，就做好下步工作，我再强调几点意见。 一、统一思想，提高认识，进一步增强做好危险化学品安全综合治理工作的紧迫感和责任感 安全生产工作，说到底是预防为主，安全第一，综合治理。从近年来发生的事故来看，国内甘肃兰州新区“6.16” 车间爆炸、“6.18”上海石化起火事故等事故，教训极其深刻。从我市危化企业情况看，全市危险化学品生产企业*家（停产*家）；危险化学品使用企业*家；危险化学品经营企业***家（加油站**家）。企业规模总量虽不大，但涉及行业领域多，监管部门多，安全风险增高。另外，除危化品生产使用、经营企业外，我市也同样具有危化品运输企业，挂靠现象不同程度存在。因此，抓好危险化学品安全生产工作，不仅能对为期3年的综合治理打下良好基础，更是确保今年危险化学品安全生产形势稳定。各县区、各部门要认清形势，统一思想，切实增强紧迫感和责任感，牢固树立“四个意识”，从政治和全局的高度，进一步凝心聚力，全力落实好危险化学品安全综合治理的各项任务。 二、突出重点，明确任务，全力推进危险化学品综合治理工作 这次危化品综合治理共分三个阶段，部署阶段、整治阶段、总结阶段，时间从20**年7月至20**年底，时间跨度大，历时近三年，覆盖危化品生产到废弃处置全过程，领域杂、部门多、周期长、任务重、要求高。工作中，要充分考虑综合治理工作的系统性、复杂性，远近结合，分阶段推进，要按照市政府统一部署，统筹安排，狠抓落实，坚决完成综合治理工作。今年，要着力做好以下几项重点工作： （一）排查摸底，全面掌握情况。全面排查摸底危险化学品安全风险，是综合治理工作基础中的基础。要按照《方案》要求，全面排查摸清本辖区、本行业涉及危险化学品企业底数。安监部门负责生产、经营企业的排查摸底；工信部门负责民爆等企业的排查摸底；发改部门负责油气输送管道、运输工具加气站等的排查摸底；交通部门负责危险化学品运输企业的车辆、货场的排查摸底；生态环境部门负责废弃处置等企业的排查摸底。教育、公安、水利、农业、卫健、住建等部门，都要各司其职，认真组织好排查摸底工作。要全面摸清涉及的危险化学品品种和主要安全风险，在此基础上，按行业、按区域形成危险化学品安全风险、重大危险源和高危化学品分布情况档案。
