（二）财源建设资源保障给力不到位目前，公司存在“经营性资产、经营性项目、经营性收入严重不足和实业拓展刚刚起步”等问题，给公司财源建设和全面可持续发展带来相当大的压力。1.资产规模是三家平台公司最小。公司无主体信用评级，实物抵押已身无寸缕，自身增信担保能力不足，且县域内平台企业间在农发行互相担保额度目前已基本达到上限，后期项目贷款担保能力不足。2.经营性资产和经营性项目刚起步。公司经营性资产不到xx万元，经营收入刚突破XX00万元。收支严重失衡，导致公司缺乏现金流，无法支持更多的流动资金贷款。3.债务优化压力大。公司承担大量的政府投资项目，但却未建立良好的结算机制。加之，今年公司XX增融资和借款2xx000万元，公司负债率已高达xx.3%，还本付息压力大，债务优化问题相当棘手。
管委会2024年乡村振兴上半年工作总结及下一步打算
2.帮扶举措不多、帮扶力度不够。对有懒惰行为和“等、靠、要”思想的对象，批评不够，反向制约措施有限，加之因重度残疾、重大疾病、年老体弱致贫占60%以上，进一步加大了帮扶干部的工作难度。三、下一步工作打算1.夯实产业基础。坚持“长短互补”的原则，结合我委实际，找准产业发展出路，通过财政扶持、村级招商引资、发展村级合作社、盘活闲置资产资源等形式，大力扶持脱贫户发展见效快的短期种、养业，或收益稳定的固定资产投资项目，全力打造“一村一产”，推动村集体经济发展，进而有效解决群众就业，稳定脱贫户经济来源。2.精准对接帮扶。一是对有劳动能力的，坚持开发式帮扶方针，强化产业帮扶、就业等帮扶，促进稳定增收。二是对内生动力不足的，持续开展扶志扶智，及时挖掘推广身边先进典型，加大宣传力度，引导脱贫群众发挥自身主体作用，树立正确的创业观念和就业理念。

2.实行出租屋分级分类管理试点。为解决城中村基层治理遇到的痛点、难点、堵点问题，创新工作模式，全市对城中村出租屋实行分级分类管理，街道XX社区成为XX区第一个试点。按照《XX市城中村出租屋分级分类标准体系》，网格工作部在XX社区全面铺开试点工作，科学分类，精准管理，做到统一、标准、规范，将于今年8月份迎接市区的验收。3.不断夯实“四个实有”信息采集工作。网格工作部带领社区网格员深入社区全面铺开“四实”信息采集工作，从源头性牢牢把握信息的及时性、真实性、准确性，掌握辖区房屋状况和人口动态变化情况，积极排查整治出租屋安全隐患，为各部门在网格开展治理提供重要依据。街道6个社区81个网格共采集实有人口86748人，新增14987人，注销13064人，采集率99.03％，未注销率0.91％；房屋信息53063套间，采集率99.3％；法人信息6393人，采集率96.1％，各类指标均位居XX区前列。

6.落实应急值守。我街道严格落实24小时值班值守制度，值守期间总计接到各类事件反馈189宗，均得到妥善处置。2024年，共计组织三防综合业务培训共3场，大大提升了XX街道应急救援队伍的应急救援意识、应急处置能力。街道落实了完备的应急通讯保障措施，形成信息通讯联络网，实现了信息互通、信息共享，提升了应急处置工作效率。7.深化防灾减灾工作（1）开展防灾减灾进社区宣传活动。今年街道办联合社区工作站共开展防灾减灾日系列宣传活动3场，活动以“防范灾害风险、护航高质量发展”为主题，活动参与人数约1100人次，制作、发放宣传册、海报等宣传资料约1100份。各社区发布防灾减灾相关科普图文、短视频、海报、音频20篇，总阅读量约24万。（2）做好防灾减灾物资储备工作。目前，我街道有XX小学和XX小学两处应急避险点。

2024年上半年XX区反食品浪费与粮食节约减损工作总结
（一）加强餐饮行业经营行为管理一是强化日常督导检查。组织开展日常性排查，尤其是在重要传统节日期间，对辰悦广场、裕德隆饭店、立绅酒楼、惠宾饭店、贤福记等商综、餐饮企业开展检查，重点检查经营者食品储存、运输、加工条件，临近保质期的食品分类管理，督促企业强化食品安全意识，落实食品安全责任。目前，区内重点餐饮企业均已明示服务规范，并执行行业标准。同时，通过“XX文旅”公众号向全区文化和旅游行业发出倡议，倡导星级饭店、旅行社和导游、景区、网络直播行业等各领域落实反食品浪费行为的相关规定，做好反食品浪费与粮食节约减损宣传工作，通过扩大宣传促进市民养成爱惜粮食、文明餐饮习惯。指导天士力大健康城景区根据就餐人员数量、季节变化等情况，按照“定期采购、适量储备”的原则确定食材采购数量，避免采购过多造成变质浪费。
焦作市“八五”普法工作综述
专业化推进公益普法。市县两级司法行政部门均配备普法依法治理工作专职工作队伍，全市107个基层司法所、56个律师事务所、29个基层法律服务所以及5400余名人民调解员，11223名“法律明白人”都担负着法治宣传任务。组建“八五普法讲师团”“重大工程项目律师服务团”“工会法律服务律师团”“市检察院师资人才库”“教育系统普法讲师团”等多个专业法律服务团，推进法律专业人才参与普法实践。全市各县（市、区）、各行业、各单位都成立了本系统的普法志愿者队伍，定期开展普法志愿活动，全市4000多名普法志愿者长年活跃在基层，成为推动传播法治声音的重要力量。数字化打造普法品牌。利用新媒体新技术开展精准普法。积极打造集微信、微博、“今日头条”客户端、官方网站“四位一体”的政务公开普法新平台，市、县两级司法局全部建成了官网、微博、微信、手机报四大普法平台，全市各单位、部门（行业）共开通普法微博、微信公众服务号、手机APP1000多个。
