当前，国企改革进入了全面提速阶段，xx秉承机构精简、人员精干的“扁平化”原则，采用机关职能管理+现场组织实施管辖+生产属地委托+市场化专业技术支撑服务的模式高效运转。实现协同效应最大化、资源利用高效化、生产经营数字化和企业管理规范化，人均完成的选商、物资采购、合同的签订、结算、面对的技术服务商，要比非油公司更多更复杂。在面临繁重的生产建设任务的同时，必将面临形形色色的利益诱惑和廉洁考验。因此，要聚焦廉洁风险，探索培育廉洁文化，推动廉洁文化外溢输出，将其价值理念、行为规范和制度规范“内化于心、外化于行”，提升管理人员、承包商廉洁从业意识。一、以企业文化为抓手，厚植廉洁文化理念“油公司”模式下，市场化程度高，用工方式多样化，企业业务支撑人员较多，员工的经营理念、管理经验、文化积淀不同，对廉洁文化的认识还不够深入。

二、加大普法宣传力度，营造浓厚学法氛围为了增强“八五”普法的吸引力、感染力和说服力，我镇在普法工作中注重贴近群众、贴近实际、贴近生活，努力创新创优工作方式方法，不断增强“八五”普法的针对性和实效性。一是利用多种形式开展普法宣传。我镇组织各村（居）、各部门（单位）分别采取会议、广播、标语、横幅、传单、宣传车、文艺表演等形式多样、群众喜闻乐见的方式开展普法。同时通过有线电视转播，将普法宣传活动拍摄成宣传短片，在黄金时段播放。通过“互联网+法治宣传”，开展宪法网上知识竞赛和年度网上学法考试活动。XX司法所定期发放普法宣传资料至各村（居）宣传栏进行张贴。5月18日，我镇与区扫黑除恶办、区普法办联合在良溪村举办“2021年蓬江区第二届扫黑除恶城市定向赛”活动，吸引了近千名市民群众参与。10月27日，镇扫黑除恶办在陈垣广场举办扫黑除恶专题广场舞大赛。通过一系列的活动，进一步提高了我镇干部群众对扫黑除恶专项斗争的知晓率和参与度，取得了良好的宣传效果。
