在全市两违工作会议上的讲话
同志们：这次全市清理违建工作会议，是在特殊形势下召开的一次下决心、动真格、打硬仗的专题会议。今年以来，市委多次召开会议，研究部署违建清理工作，并先后组织开展了几次大规模的专项行动，有力刹住了非法占地抢建之风，遏制了“两违”的蔓延势头。在看到成效的同时，我们更要清醒地认识到，现在违建的歪风开始重新抬头，从中心市区到城乡结合部，再到周边乡村，都不同程度地存在。这不仅严重阻碍了项目落地，阻碍了城市发展，影响了社会和谐稳定，从根本上说也损害了大多数人民群众的利益。之所以出现这些现象，我认为主要有以下几个原因：一是住房需求。在房价走高的情况下，一些人心存侥幸、铤而走险，违法违规建设住房。二是利益驱使。一些人“以房生财”，或用来出租经营，私自违建、高价出售；或为牟取超额拆迁补偿费用，顶风作案。三是执法不严。部门齐抓共管格局的合力没有形成，网格化管理责任没有落实到位，“清违”工作时紧时松，致使违建者对“清违”行动持怀疑态度，等待时机“东山再起”。还有，在同一片区的违建房，有的拆了，有的没拆，导致群众认为执法就是欺负老实人，“找人、说情、送礼”就可幸免于难。

刘绍棠，中国当代著名乡土文学作家，1936年2月出生于河北通县（今北京通州区）大运河畔的儒林村，1949年开始发表作品，一生留下了500多万字的乡土文学作品，包括《地火》《京门脸子》等多部长篇小说，《蒲柳人家》《运河的桨声》等多部中篇小说，以及《青枝绿叶》《蛾眉》等多部短篇小说集。他的作品在国内多次获奖，在国际上亦有影响。刘绍棠的作品内容各不相同，但都艺术地再现了其家乡大运河畔不同历史时期的风土人情和社会风貌，描绘了充满诗情画意的乡风水色、世俗人情。20世纪80年代以来，刘绍棠不遗余力地倡导乡土文学，创作上坚持“中国气派，民族风格，地方特色，乡土题材”。文学评论家指出，他的作品格调清新淳朴，乡土色彩浓郁，形成了独具特色的大运河乡土文学风格。

2．辩证的否定(1)辩证的否定是事物的自我否定。事物内部存在着肯定方面和否定方面，它们既对立又统一。最初，肯定方面处于支配地位，否定方面处于被支配地位。在这种情况下，事物就被肯定着。但是，在矛盾双方的斗争中，否定方面总会由弱变强。一旦否定方面由被支配地位上升为支配地位，事物就转化到了自己的对立面，实现了对事物的否定。事物最终之所以被否定，根源在于事物的内部，是事物内部的否定因素战胜了肯定因素。因此，事物的否定是自我否定。(2)辩证的否定是事物发展的环节和联系的环节。所谓发展，是指新事物的产生和旧事物的灭亡。而实现这一过程必须要对旧事物进行否定，否定实现了事物由旧质向新质的飞跃。新事物在否定旧事物时，并不是把旧事物全盘抛弃，一笔勾销。旧事物是新事物的母体，新事物从旧事物那里脱胎而来，新事物是在批判地继承旧事物中的一切积极的有生命力的因素的基础上发展起来的。这样，在新旧事物之间就存在着必然的联系。
