从刚才范建民副市长的上半年服务业完成情况通报来看,我市上半年完成情况总体是比较不错的,增速达到全市平均水平,但同比增速不高。一是去年二季度三产逐渐恢复正常运营,致使今年同比增幅快速回落,由一季度的X%回落到二季度的X%,降幅达X个百分点;二是三产当中占GDP比重较高的金融业(X%)和非营利性服务业(X%)增幅较低,分别为X%和X%,远不达三产的平均增幅,使得三产绝对值偏低;三是铁矿采选企业的停产整顿和X家工业企业应急减排暂停,除本身产值受到影响外,还不同程度地影响到我市交通运输业、批零住餐以及其他服务行业的生产,从而影响三产的总量和增速。
