二是一个常态化引才平台构筑起来。积极开展人才强省“八大行动”，深入实施“中原英才计划”（引才系列），吸引一大批高层次人才和创新团队来豫创新创业。郑州市升级“智汇郑州”系列人才政策3.0版，全方位完善人才服务保障体系；洛阳市出台《河洛英才计划（2020—2025年）》，进一步扩大政策覆盖面、加大资金扶持力度三是一批高层次人才团队成功打造。2021年以来，河南引进“两院”院士、海外发达国家院士等顶尖人才16名，领军人才176名，海内外博士9655名，引才数量和层次均实现历史性跨越；中国科学院院士李蓬、张锁江、徐红星等顶尖人才纷纷加盟河南。四是一系列人才服务保障措施优化提升。推出“一站式”人才服务平台，细化高层次人才配偶安置、子女入学、住房保障、医疗保健等服务保障措施，着力解除各类人才后顾之忧。实施创新发展综合配套改革，完善人才分类评价，重大科研课题“揭榜挂帅”，率先实施经费“包干制”，提高科研单位、科研人员的自主权，点燃人才创新创造的激情。一张张出彩的时代答卷、一串串奋进的坚实脚印、一个个攻坚的匆匆背影，见证了我省组织工作的累累硕果。
