从刚才范建民副市长的上半年服务业完成情况通报来看，我市上半年完成情况总体是比较不错的，增速达到全市平均水平，但同比增速不高。一是去年二季度三产逐渐恢复正常运营，致使今年同比增幅快速回落，由一季度的X%回落到二季度的X%，降幅达X个百分点；二是三产当中占GDP比重较高的金融业（X%）和非营利性服务业（X%）增幅较低，分别为X%和X%，远不达三产的平均增幅，使得三产绝对值偏低；三是铁矿采选企业的停产整顿和X家工业企业应急减排暂停，除本身产值受到影响外，还不同程度地影响到我市交通运输业、批零住餐以及其他服务行业的生产，从而影响三产的总量和增速。
