新时代十年东营组织工作综述
四、广聚贤才，让“千里马”竞相奔腾今年2月召开的“黄河入海?才聚东营”2023年人才引进活动新闻发布会披露了一组数字：全市青年人才连续5年实现净流入，2022年引进博士118人、硕士1441人、大学生2.68万人，引进人才数量是东营生源毕业生的2倍以上东营对青年人才的吸引力日益增强。新时代十年，我市高度重视人才引进工作，在招贤纳士、广纳英才上持续聚焦、扎实用力，主动融入全省“2+N”人才集聚雁阵格局，谋划构建“一龙头、四高地、五片区”人才发展格局，在全省率先启动人才引领“四链”融合发展示范区建设，人才活力竞相迸发。从《关于完善创新人才工作体制机制加快实施人才优先发展战略的意见》，到陆续出台“双招双引”15条、“才聚东营”23条、“人才金政”40条一个个政策接续出台，搭建起全市人才制度体系的“四梁八柱”。

（上海）科创中心（人才大厦），全区博士总量突破2000人，人才集聚效应持续显现。坚持载体孵育人才、成就人才，围绕重点产业和重点领域发展需求，建设重点实验室、工程技术研究中心等各类科技创新平台1321个，先后在煤制油、铸造3D打印、奶牛选育等领域攻克了一批技术瓶颈，宁夏迈入国家二类创新地区，马玉山当选中国工程院院士，姚敏领衔团队获国家科技进步奖一等奖。2022年7月，宁夏围绕农业重点产业重大技术需求，发布了第一批“揭榜挂帅”项目榜单，很快，枸杞、葡萄酒、奶产业等4个农业科技项目的“帅位”各有归属，在“赛马”和定向委托等制度推动下，全区人才链与产业链进一步融合。积极构建包括领军人才、青年拔尖人才、青年托举人才等重大人才培养工程在内的梯次培养计划，坚持“走出去”与“请进来”相结合，不断开辟人才交流深造渠道。深化人才发展体制机制改革，最大限度向用人主体授权、为人才松绑，职称评审、岗位评聘、绩效工资管理、科研项目管理赋权改革试点取得积极成效，人才创新创造活力持续释放。

XX镇农业组2024年上半年工作总结
五、大力打造清凉山茶产业，实现茶叶产业规模化、产业化。茶叶是我镇农业生产的支柱产业，全镇共有XX樱花茶区、XX古村茶区、XX茶区、XX深山茶区、XX梯田茶区5大茶区，全镇茶叶种植面积近2万多亩。上半年XX镇农业产业强镇（茶叶）建设主体之一XX市XX科技有限公司所承担建设项目通过区级验收；XX村“一村一品，一镇一业”建设项目顺利通过区级验收。六、积极培育壮大新型农业经营主体。近年来积极培育壮大了一批新型农业经营主体，目前全镇市级以上农业龙头企业共有19家，2024年上半年新增认定3家省级龙头企业；专业合作社区级以上示范社有12家， 其中国家级示范社3家，省级示范社3家，市级示范社1家，区级示范社5家；区级以上家庭农场有14家，其中省级12家，2024年5月新认定2家区级家庭农场。七、扎实抓好惠农强农政策的落实。
