在全区疫情防控整治层层加码问题推进会上的讲话范文
一要全面贯彻落实各级防控要求。为进一步提高疫情防控措施的科学性、精准性、针对性，近期，国家对疫情防控工作进行了调整。一是修订了《新型冠状病毒肺炎防控方案（第九版）》。主要是对隔离管控措施、风险地区划分、核酸检测频次等方面措施进行了重新规定。其中，人员隔离方面上有了较大变化：密接、入境人员隔离时间由“14+7”调整为“7+3”；次密接由“7天集中隔离”调整为“7天居家隔离”；风险区域防控标准统一使用中高风险区概念，近7天到过高风险区的，实行7天集中隔离，近7天到过中风险区的，实行7天居家医学观察，近7天内到过低风险区的，实行3天2次核酸检测。二是提出了“九不准”要求。不准随意将限制出行的范围由中、高风险地区扩大到其他地区，不准对来自低风险地区人员采取强制劝返、隔离等限制措施，不准随意延长中、高风险地区及封控区、管控区的管控时间，不准随意扩大采取隔离、管控措施的风险人员范围，不准随意延长风险人员的隔离和健康监测时间，不准随意以疫情防控为由拒绝为急危重症和需要规律性诊疗等患者提供医疗服务，不准对符合条件离校返乡的高校学生采取隔离等措施，不准随意设置防疫检查点，限制符合条件的客、货车司乘人员通行，不准随意关闭低风险地区保障正常生产生活的场所。近日，国家和省、市相继召开疫情防控电视电话会议，对落实《新型冠状病毒肺炎防控方案（第九版）》和“九不准”要求进行了安排部署。
全市“稳经济、抓项目、扩投资”专题会议上的讲话范文
（一）持续深化商事制度改革。 一是梳理涉企惠企事项。认真落实“放管服”改革各项措施，全面梳理包括登记注册、行政许可、知识产权、行政执法等市场监管涉企惠企政策××条，梳理政务服务事项主项××个子项×××个，全部在门户网站对外公开。 二是简化企业开办流程。全面实施《市场主体登记管理条例》，瞄准市场准入准营、全程网办、简易退出等关键环节，大幅简化办事程序，市场监管许可审批时限最高缩减××.×%，审批材料最多减少××%，申领营业执照不超过×天，实现即来即办为常态，当场办结率达到××%以上。 三是提升政务服务质量。将涉及市县两级办理权限的食品、药品经营等××项“一件事一次办”事项，下放权限由县区市场监管局集中统一办理，完善细化政务服务×项制度细则，在政务大厅登记窗口设立“自助服务”专区，建立帮办服务团队，为群众提供全程帮办服务，政务服务质量和效率持续提升。 （二）大力推进高质量发展。 一是促进小微企业质量提升。深入开展“质量月”和中小企业服务月活动，全面组织协调认证机构为×瑞华能源有限公司、×启程德瑞集成房屋有限公司、×岐黄文化传播有限公司等企业减免认证费用，为相关企业节约认证有关费用×××余万元，通过精准帮扶促进企业质量提升。 二是强化知识产权创新创造水平。充分发挥知识产权推动产业转型升级和经济提质增效的作用， 启动运行“国家知识产权局商标业务×受理窗口”，积极搭建银企对接平台，助力企业变“知产”为“资产”，摸排建立知识产权质押融资可贷企业“白名单”，并与×县（区）×家银行实现融资对接。今年以来，我市授权专利×××件，同比增长×.×%，累计有效发明专利×××件，有效商标注册×××××件，万人口发明专利拥有量为×.××件，市场主体创新创造活力有力激发。 三是深入开展公平竞争审查。将市、县区政府及部门制定的涉及市场主体经济活动的所有规章、规范性文件、其他政策性文件，以及“一事一议”形式的具体政策措施，全部纳入公平竞争审查范畴，为市场主体提供开放公平的竞争环境。
省工信厅厅长在推动产业数字化转型推进会议上的讲话范文
根据省委省政府部署要求，我们去年底启动了制造业智能化改造和数字化转型三年行动计划，对产业数字化转型进行再部署，扎实推进“智改数转”十大工程，重点从五个方面发力。 一、抓统筹，建立健全一体化推进机制。积极发挥牵头抓总职能，强化顶层设计和机制建设，构建省市联动、政企协同的推进格局。强化横向协同，成立“智改数转”工作领导小组和工作专班，将三年行动计划细化为50项具体任务，分解到各相关部门，省政府将制造业“智改数转”列入督查激励事项，形成部门推进合力。注重上下联动，指导各设区市编制“智改数转”实施方案，将各项目标任务细化分解到具体县区，逐级形成工作路线图，让基层明白怎么干。深入重点行业，首批选定化工、钢铁、服装等12个重点行业，分行业编制“智改数转”实施指南，省市县联动每年组织100场以上分行业推进活动，通过细化标准和现场对接，让企业知道怎么改。 二、树标杆，分类培育一批示范样板。根据不同类型企业实际，分类提出数字化转型的要求，通过以大带小和示范引领，推动全省规上工业企业“智改数转”全覆盖。 对行业龙头企业，修订《工业互联网标杆工厂建设指南》，开展智能制造示范工厂建设行动计划，启动5G全连接工厂培育，重点支持其对标世界一流，打造具有国际水平的智能制造示范标杆，实现从单项应用到集成应用创新转变。累计培育138家省智能制造示范工厂，9家企业获评首批国家智能制造示范工厂、数量全国第一。 对广大中小企业，重点建好“一平台”、推行“顾问制”、开展“全诊断”，即建设全省中小企业“智改数转”云服务平台，推行“专精特新”企业智能制造顾问制度，对规上中小企业提供免费诊断服务，年内将完成2万家企业诊断任务，帮助解决不会转、转不起的问题。同时编制《企业上云工作指导手册》，指导中小企业上云用平台。今年以来新增上云企业3.2万家，累计达38.2万家；启动实施“智改数转”项目2.2万个，开展诊断企业数量1.5万家，均超过计划进度。

检视整改，从字面上理解，包括两层含义，一是检视，就是查摆问题，分析原因，明确努力方向；二是整改，就是聚焦问题，靶向治疗，纠正工作偏差。这次主题教育检视整改形成了一些好机制。检视整改与其他重点措施有机融合、相互贯通。一个突出表现就是要求领导干部把调研发现的问题与推动发展遇到的问题、群众反映强烈的问题以及巡视巡察、审计监督等暴露的问题，一并列出问题清单进行整改，这既体现了边学习、边对照、边检视、边整改的要求，也有效解决了调查研究与检视整改相脱节的问题。开展性分析要求明确、特色鲜明。开展性分析，是严肃内政治生活的一项经常性工作。的十八届六中全会通过的《关于新形势下内政治生活的若干准则》中明确，“督促员对照章规定的员标准、对照入誓词、联系个人实际进行性分析”。
