同志们： 刚才，统计局汇报了全县1-5月份经济指标运行情况；各责任指标承标部门分别作了工作汇报，对下步工作作出了具体的安排；政府各战线领导也就各自分管工作作了很好的发言。大家讲得都很好，希望我们能够互相借鉴、跳起摸高、争先晋位，采取更加有效的具体举措，确保上半年全县主要经济指标保持较快增长，在全市乃至全省排名取得好成绩。下面，就抓好下步经济运行工作，我讲三点意见： 一、准确把握形势，坚定必胜信心，切实增强推动经济增长的紧迫感、责任感 年初以来，按照中央、省市和县委部署要求，全县上下以“开局就是决战，起步就是冲刺”的劲头，强化科学分析调度，狠抓工作落实，全县1-5月份主要经济指标保持较快增长，成绩有目共睹、来之不易。但在肯定成绩的同时，也要清醒地看到经济运行中存在的问题和不足，除社会消费品零售总额、地方税收收入外，其他指标在全市排名靠后，完成全年各项指标任务形势严峻、压力巨大。我们要坚持问题导向、目标导向，正视差距和不足，强化责任担当意识，紧盯时间节点，主动自我加压，以更大的决心、更强的力度、更高的标准、更实的措施全力推进各项重点指标任务落实，全力推动县域经济高质量发展。 二、锚定目标，跳起摸高，努力提升经济运行和项目建设质量 逆水行舟、不进则退、慢进也退，困难和压力并存。我们要进一步梳理指标和项目，形成问题清单、任务图谱，挂图作战，努力实现上半年主要经济指标增幅全市排名“保二争一”、年末全省综合排名进入前50的预期目标任务。要强化指导培训。统计部门要加强GDP统一核算业务培训，逐项指标、逐个单位、逐个样本进行指导；要对GDP影响较大、占比较高的指标，按行业属性成立工作专班，建立台账，对标对表，专人专责适时调度、动态调度。要强化服务意识。政府相关战线领导和责任部门要精准掌握重点企业和重点项目在前期手续办理，开工建设和运营过程中存在的困难需求，组织召开现场办公会议，面对面出主意、想办法，切实帮助解决实际难题。各项目包保单位要按照统计制度相关要求，逐个项目收集完善入库入统佐证材料，确保发生投资合法合规、有效入统，做到应统尽统、颗粒归仓。同时，统计、发改部门要做好业务指导。要强化督办推进。各相关牵头县领导和包保责任部门要按照省委省政府关于项目建设部署和《全市百大项目“夏季大会战”方案》要求，针对目前我县市级“百大项目”和产业项目的开复工率、投资完成率低的问题，详细梳理牵头负责推进的重点项目存在的问题，形成问题台账，倒排工期、挂图作战，力争到9月中旬，全县各领域重点项目开工率达到90%、投资完成率达到80%、资金到位率达到80%、按期竣工率达到100%。政府督查室和发改部门要按照项目问题清单督办推进，切实解决影响项目建设的问题，加快推进项目开工和建设进程，确保如期实现目标任务。
市长在2023年全市稳经济大盘工作推进会上的发言范文
一、集中精力稳项目投资。一是狠抓项目谋划。主要领导亲自抓，分管领导直接抓，实行日调度、周会商、月通报工作机制。上半年，围绕中央财经委第十一次会议明确的6大类26小类基础设施投向，谋划项目X0个，总投资X亿元，超额完成目标个数的1X7%、目标投资额的X8%。二是狠抓项目推进。锚定“2023年开工16个重大牵引性基础设施项目，年度计划投资1X0亿元”目标任务，快速掀起建设热潮。标准化厂房、麻柳大道一期和达钢场平工程等4个项目已于3月底开工建设，总投资X70亿元，从项目谋划到开工仅用半年时间。采取“白加黑、5+2”工作模式，千方百计赶工期、追进度，奋战90天，以最高日挖方6X0万方的速度完成场平工程。6月28日，X钢搬迁升级项目主体工程正式开工，总投资1X2亿元。三是拓宽筹资渠道。标准化厂房、亭子安置房、麻柳安置房项目由市投资公司发行30亿企业债推进，目前X省发改委已出具专项审查意见，正报送国家发改委审核。新入库专项债券项目11个，总投资X7亿元，债券总需求5X亿元。同时，积极推进“险资入达”，预计可引入保险资金10-15亿元。
