2、狠抓制度建设,健全国防教育机制。区国防教育工作的有效开展,离不开制度的完善。我们通过一整套国防教育制度的建立,实现用制度管人、用制度管事,有效推动了全区国防教育机制的形成。我们在《关于贯彻落实的实施意见》文件的基础上相继制定并出台了办公室例会制度、请示报告制度、联席会议制度、学习培训制度、调查研究制度、检查评比制度、文件登记制度、财务制度等在内的八项国防教育工作制度。在此基础上,我们健全了四项工作机制。一是调研反馈机制,我们每年深入基层调研一到二次,具体了解基层单位开展国防教育的情况,帮助基层解决工作中的实际困难,畅通下情上达的通道;二是信息发布机制,我们定期发布全区国防教育信息,尤其是重大节日及纪念日,通过信息发布,及时宣传全民国防教育的重大意义,宣传区内国防教育工作的先进典型,畅通上情下达的通道;
教育实践活动虽然取得一定成效,但也存在一些问题短板。一是工学矛盾处理不够合理,各队伍在运用开展教育的“四种权利”上,统筹不够有力,减负增效效果不够明显,导致各项教育任务在基层叠加,虚弱了教育的公信力和说服力。二是教育方法还比较单一,各队伍在融合运用思想政治教育“十三种教育方法”上手段方法还不够灵活,运用局域网和互联网建立“网络+”政治工作模式上还不够有力。三是教育指导上不够科学,大多数单位过多关注应知应会掌握,个人笔记抄写情况,但对思想政治教育工作本身质量如何关注不够,导致基层指战员背诵应知应会、抄写个人笔记压力较大。四是主题教育活动根本目的是发现问题,解决问题,全面提升,但有的单位解决问题矛盾不够全面、不够彻底,思想观念、能力素质、纪律作风、政治生态等方面的深层次矛盾和问题没有完全解决,需要持续推进、久久为功。
