房屋产权登记确权颁证清零行动是省委、市委安排的一项重大政治任务，是“我为群众办实事”实践活动的具体体现，也是当前民生最关注的焦点问题，解决好不动产登记遗留问题是百姓所急所盼。此次清零行动，覆盖范围广、工作难度大、群众期望高，我们的主要任务是依法依规加快解决全市房屋产权登记历史遗留问题，至20**年底全市国有建设用地上证件齐全、产权清晰、已缴清各种费用的房屋全部完成不动产登记，取得不动产证书，实现登记确权颁证清零，并建立长效机制。各相关部门要切实把思想和行动统一到省委、市委部署要求上来，以“决不把历史问题再留给历史”的担当，在践行宗旨上提高认识，在促进经济健康发展上提高认识，在维护社会和谐稳定上提高认识，切实树立源头治理的工作理念，加快推进解决历史遗留问题，把这项工作抓实抓细、抓出成效，确保全市人民群众居有所安、和谐稳定。
