自古以来，中华民族就是一个崇尚自然的民族，中国传统文化是与自然完美融合的文化。“天人合一”，“人法地，地法天，天法道，道法自然”这些充满智慧、充分体现人与自然和谐共生的中国传统哲学思想。过去的几个世纪中，中国一直是世界上人口最多的国家，由此产生的环境影响也是巨大的。对于一个有着13亿人口的大国，经济繁荣带来的消费增长，其累积效应是巨大的。据预测，到2025年中国将成为全球最大的温室气体排放国。统计的338个中国城市中，有三分之二的城市空气中的废气含量超过国家就城区废气含量所制定的指标，40％的城市甚至连工业区的空气质量标准也达不到。中国的七大淡水体系（辽河、海河、淮河、黄河、松花江、珠江和长江）中已经有42％的水体受到严重污染，水质处在三类以下，即无法用作人类生活用水。36％的中国城市河流的水质达到了污染最严重的劣五类，即无法进行任何利用，甚至无法作为工业用水。近50年来，中国沿海海平面呈明显上升趋势，近年平均每年上升毫米。预计到本世纪末，中国沿海海平面上升幅度将达到30至70厘米。因为中国海岸线漫长，集中了约有70%以上的大城市、一半以上的人口和60%的国民经济，不断上升 的海平面将对中国的社会经济产生严重影响。
