（一）建设单位的责任。建设单位在工程建设体系过程中处在优势地位，其安全生产重视程度直接影响监理单位和施工单位的安全责任意识及其对工程项目的安全管理力度。目前，因建设单位导致重大生产安全事故发生的比例始终较高。究其原因：一是不办理安全措备案擅自开工建设，规避监管。二是将工程发包给不具备安全生产许可证的施工单位或者支解发包。三是要求施工单位垫资施工，导致安全投入严重不足。四是强令施工单位抢工期、冒险作业等。五是国家和省相关法律、法规中对建设单位约束比较笼统，责任也较轻
市金融创新服务中小微企业专题调研报告
（一）金融机构推广创新服务积极性不高。调研发现，尽管各银行业金融机构内部操作办法已经把此三类企业的金融创新服务（包括物流的动产质押、科技的知识产权质押、农村的“三权”抵押等）涵盖在业务类型范围内，但实际发生业务量很少。比如，物流、科技类企业贷款大部分仍然是传统贷款业务，金融创新贷款业务发生量很少。由于盈利最大化的商业特点，银行偏向追求利润大风险小的成熟稳定企业的贷款项目，而对初期盈利较低、风险度高的成长性企业，特别是对只有无形资产的科技贷款更为审慎，银行对推广金融创新服务缺乏积极性。
