承包人应在每月末应向监理工程师提交四份接监理工程师要求的格式报表,每份均由监理工程师按第15.1款规定的承包人代表签字,报表包括承包人认为到月底自己有权得到的以下有关各项的款额:(a)已实施的永久工程的价值;(b)工程量表中的任何其它项目,包括承包人的设备、临时工程、计日及类似项目;(c)表列材料及承包人在工地交付的用于永久工程的待安装设备发票价值的百分比,如投标书中附录中所注明的;(d)按第70款的调整;(e)按合同规定承包人有权得到的任何其它金额。如适应,月报表应包括如下项目并按其顺序考虑:(l)截止到本月末已实施完成永久工程以人民币计价的估计合同值,该值应据56款规定为工程量清单中书明的场本单价乘以由监理工程师测定的工程量。(2)按(1)中所述方法截止到上月末完成的永久性工程的估算合同值。(3)以当地货币表示的本月永久工程合同估算值,即上述(1)减掉(2)。(4)据表1所表明的外币百分比计算出(3项中当地货币和外币的数额根据52款规定,它是受变更影响的。
三、持续优化营商环境构筑招商引资“强磁场”招商引资,要引得进来,还得留得住,关键在于营商环境。今年以来,吉林市出台并推动各项优惠政策落地见效。其中,为了让经营主体“轻装上阵”,31个市直部门出台了282项“硬核”措施,在奖励激励、减税降费、放宽市场、压缩审批等八个方面全力支持民营经济高质量发展。同时,深入开展“九解一协调”为企业排忧解难,形成“有效市场”和“有为政府”的双向奔赴,不断激发企业内生动力,努力构建新发展格局。就在前几天,吉林市鑫丰建筑安装工程有限责任公司负责人就真切感受到了新政策带来的变化。她说,以前,开办一家新企业要跑几次,耗时耗力。现在,在工作人员指导下,全程网上办理,企业公章也由政府“买单”,真正实现了“零成本”申报。同样受益的还有华昊华丰生物科技有限公司,他们新建的9类变性淀粉项目生产线已于近期陆续投产。今年年初,这家企业因业务拓展需要,需要在短时间内办理完成生产许可证。吉林市市场监督管理局了解到企业实际需求,马上派专人提前介入,现场指导企业筹建和办理证件申请,避免企业在申报过程中“走弯路”。结果,该企业与英国泰莱公司成功“牵手”,还带来了3000万元的订单。
对招商对象了解不深入、不细致,不知道对方的优势特色、投资方向是什么,拿出的招商方案不具体,优惠政策针对性不强,对客商提出的问题也缺少严谨、详实、有效的回应,经常是没有做足充分准备就匆匆忙忙外出、热热闹闹会见、草草率率结束,没有达到预期效果。从引进的项目看,还缺少延链、补链、强链的大项目、好项目,特别是投资额度大、科技含量高、带动作用强的项目占比仍然偏低。
一、拉高标杆,有效激活招商潜能一是招商动力充分激发。突破性下达2023年招商引资目标任务,按照xx%以上的增速设定新签约、新开工、新竣工项目数量,特别要求在引进投资xxx亿元以上重大项目上取得突破,有效推动各级各部门奋力招商。二是重大项目接连突破。“开年首会”以来,各级招商部门聚焦“五群十链”,全力以赴招大引强,一季度签约投资xxx亿元的xx电池新材料,二季度签约投资xx亿元的xxx电动车和投资xxx亿元的xxx新能源,不仅连续两个季度在百亿项目上实现突破,并且储备一批重大项目信息,有望三季度、四季度再分别签约x个百亿项目。三是项目数量大幅增长。1-5月,全市签约、开工、竣工项目数量不仅提前实现“双过半”,并且实现较大幅度增长,其中签约工业项目同比增长xxx.x%,完成目标任务的xx.x%,协议投资同比增长xxx.x%,完成目标任务的xx.x%,全市开工工业项目同比增长xxx.x%,完成目标任务的xx.x%,全市竣工投产工业项目xx个,同比增长xxx%,完成目标任务xx%。

一、教材分析《变废为宝有妙招》是统编教材小学《道德与法治》四年级上册第四单元第11课,共有两个话题,本节课学习的是第一个话题《暴增的垃圾》,主要是引导学生了解垃圾问题的现状,垃圾问题的产生及造成的后果,旨在引导学生了解垃圾的危害及后果,增强环保意识。二、学情分析在我们的日常生活中,随处可以见到各种各样的垃圾,带来了一些社会问题。一方面垃圾影响人们的生活,另一方面在废弃物中有可再利用的宝贵资源,由于人们不充分利用,造成环境的污染和巨大的资源浪费。因此,要通过有效的教学,帮助引导学生了解垃圾的危害,知道垃圾中哪些是可回收再利用的资源。三、教学目标与重难点基于教材、学情的分析,以及对小学道德与法治课程的理解,我确定了本节课的教学目标与重难点。教学目标我确定了三个。1.知道垃圾是从哪里来的,并积极地发现生活中的垃圾问题。
