一、鼓足精气神，迅速凝聚起推动高质量发展的强大动能当前，X发展正处在追赶超越再攻坚、改革开放再出发的新起点上，作为政府系统的领导干部，我们这一班人责任重大、使命光荣。大家以什么样的理念思路来推动经济社会高质量发展？以什么样的精神状态来担当全面建成小康社会的历史重任？以什么样的行动作为来实现X人民对美好生活的向往?这是我们在座的所有人都必须用心、用情、用力、用行动做答的一个重要课题。

今天是XX年12月9日，78年前的今天，也就是1935年12月9日，在中共《八一宣言》的感召下，北平的青年学生在中共北平临时工委的领导下，发动了轰轰烈烈的“一二九”爱国学生运动，发出了“停止内战，一致抗外”的呐喊，那声声呐喊让每一个国人充满了斗志，让每一个中国人为之自豪，让每一个渴望和平的人看到了希望。如果说，中国古代的历史宛如锦绣织成，那么它近代的岁月则是被血浸透。鸦片战争后，曾经一度领先世界几千年的中国，被抛到时代大潮之末，屡遭船坚炮利的西方列强的欺凌，腐朽无能的旧政权使我们的列祖列宗也为中华民族的受苦受难而太息，“泪添九曲黄河溢，恨压三山六岳低”，用这句话来形容中国人的百年屈辱百年长恨意犹未足。自一二九运动后，中国已经走过了许多峥嵘的岁月，已搏击过云海中的波涛，但还在高飞，还在向更壮丽的境界飞翔。过去几十年来，中日关系一边发展，一边不断爆发矛盾和冲突。面对矛盾和冲突，中国始终坚持“搁置争议，共同开发”的原则，也正因为如此，在东亚安全、环保、日本的联合国地位等诸多问题上，中国始终坚持不与日本主动起摩擦。但在过去的几十年中，中国的善意并没有被日本准确理解，相反，日本前首相小泉，去参拜靖国神社;日本在钓鱼岛归属问题上咄咄逼人，企图将钓鱼岛国有化;并一直在干扰中国的航空识别圈问题。这是对历史的无视，这是对历史的扭曲!

国家公祭日的国旗下讲话:勿忘国耻立志成才各位老师、同学们：大家好！今天，我讲话的题目是《勿忘国耻，立志成才》！今年，十二届全国人大常委会第七次会议表决通过了将12月13日确定为南京大屠杀死难者国家公祭日的决定。77年前的12月13日，一个比今天还要冷的日子。那一天日军的炮火轰开了南京的大门，灭绝人性的侵略者用机枪扫射、活埋、把人当做刺杀的靶子，对手无寸铁的中国平民进行了长达六周的惨绝人寰的大规模屠杀。他们以极其残忍的手段屠杀了我30万余同胞！惨叫四起，撕心裂肺；尸骸遍地，触目惊心。这是历史上屈辱的一天，这是让我们中国人心痛的日子，这是一段永远无法让中国人忘却的国耻。国家公祭，既是对自己死难同胞灵魂的安抚，也是对那些犯罪者的警示，警告这个罪孽深重又不愿悔改的邻国，更是告诫我们的国民，保持清醒状态，不要有片刻的忘却与麻木，绝不能忘却历史、忘却苦难。这不是在宣泄情绪，不是在倡导民族复仇，而是提醒我们每一个人，我们是一个整体，我们在共同悲痛。

国家公祭日国旗下讲话：勿忘国耻圆梦中华敬爱的老师、亲爱的同学们：早上好！我是初一16班何思颖。今天我讲话的题目是：勿忘国耻，圆梦中华。踏着时间的脚步，我们又迎来了新的一周。唱起激昂的国歌，凝视着鲜艳的五星红旗，我的思绪万千……今年的2月27日，十二届全国人大常委会第七次会议，正式设立每年12月13日为南京大屠杀死难者国家公祭日。这是一个我们不该遗忘的日子，77年前的这一天，1937年12月13日，日本侵略者在中国南京开始对我们的同胞实施长达四十多天惨绝人寰的大屠杀，三十多万同胞惨遭杀戮，制造了震惊世界的南京大屠杀惨案。我们不应该忘记中华民族曾经那段风雨飘摇的日子。历史是一面明镜，也是一本教科书。历史告诉我们：落后就要挨打，闭关锁国，固步自封只能使中国成为别国欺辱侵略的“靶子”；历史告诉我们：民族生死存亡关头，更需要强大的民族凝聚力；历史告诉我们：热爱和平，人类才能获得真正的幸福。在第二个“国家公祭日”到来前夕，作为学生的我们能做一些什么呢？
