(二)持续提升网办能力。全面推行政务服务事项“网上可办”“全程网办”“掌上办”“指尖办”“自助办”。狠抓落实“一网通办”各项数据指标提升工作,努力保持“一网通办”工作成绩在全市第一梯队。(三)推进综窗改革。严格按照“应进必进”原则,完成14个部门集中进驻并授权到位,已进驻部门完成自查“明进暗不进”,确保事项全部进驻并授权到位;同步推动“一窗受理”到位,7月底前,“分领域专区综合窗口”逐步推动业务整合,科学整合压缩窗口,削减行政成本,全面实施“集成服务”。“无差别综合窗口”根据我县实际情况,推进落实综窗接件人员到位,完成除9个分领域外的其它所有事项整合进驻无差别综窗,由政务服务中心综窗接件、统一推送、内部流转至部门审批、再综窗出件,扭转办件量少的部门也需派驻人员的财政经费浪费,实现效率集成、成本压缩。
2.持续优化数字高铁建设。持续优化按月对冲模式,协助打通资金结算通道和公商跨贷壁垒,提供多类型跨贷种按月还贷服务选择;持续深化征信信息共享,努力实现征信查询、新增贷款信息纳入征信系统;深化政银信息共享,逐步接入政银数据共享、全国住房公积金数据共享等平台;持续拓展数据场景应用,不断拓展线上多跨应用办事渠道和办事事项,加速公积金“数据高铁”建设步伐。3.持续升级群众办事体验。持续升级“公积金+银行”服务模式,通过设置便民服务点、“就近办”网点,不断拓展公积金立体式、多元化办事路径;持续开展“七优享”公共满意度评价,开展先进窗口、服务标兵拼比,提升服务水平;建立完善延时服务、“周六不打烊”、“移动式”上门服务等窗口便民服务机制;逐步探索二手房交易“带押过户”新模式,降低制度性交易成本。
1.安全生产责任体系健全完善。一是提级调整安委会组织结构。明确道路交通、消防、危化品、建设施工、工矿、文广旅游、城市运行、商贸行业等x个专业安委会组织架构,充分发挥行业内安全生产统筹协调、督促指导作用,推动重点领域安全生产各项工作有序落实。二是强力推进安全生产警示督办。针对“x.xx”鄞江灼烫伤人事故,区安委办发文督促镇(乡)街道、园区和市场监管部门开展安全生产“打非治违”;针对“x.xx”《第一聚焦》曝光无证加工点消防安全隐患问题,举一反三开展工贸领域安全生产和消防隐患问题排查整治,整改隐患问题xxx余条;针对高温季节安全特点,向住建、综合执法、农业农村、商务等行业主管部门和镇(乡)街道发出《安全生产工作提示函》,督促加强施工环节高空作业、临时用电、地下有限空间、废品回收站焊接与热切割等特种作业风险防范。三是立行立改上级暗访问题。今年以来,省暗访组向我区反馈问题xx个,涉及x家企业(场所),区安委办先后召开专题会议进行部署,分解认领整改清单,迅速落实相关工作。目前所有问题均已完成整改。
作为全国公民法治素养提升行动8个试点地区之一,成都的试点工作目前正处于全面实施阶段。作为试点地区的一分子,新津区勇挑试点重担,在精准普法方面下功夫,第一时间制定试点工作方案,细化24条措施,新津区普兴街道岳店社区、新津实验高中被确定为成都市公民法治素养观测点位。在实施国家工作人员“法治提能”行动中,新津区将法治建设成效纳入区管领导班子和领导干部年度考核内容,区政府常务会开展会前学法72场次,全区66家单位接入四川省学法考法平台,共计2766名国家工作人员参与年度学法考法。实施青少年“学法筑基”行动的关键,就是要把法律知识变得有趣,让青少年听得懂、学得会、记得住。为此,新津区选派54名政法干警担任中小学校法治副校长,打造新津中学、新津一小、新津实验高中3个特色青少年法治教育阵地,并依托法治教育阵地开展专题教育活动180余场。
(五)夯基固本、重行重效、兜牢民生底线。一是开展xx次低保申请评议,新增农村低保xx户xx人、低保边缘户xx户xx人,发放低保金xx万元。二是困难救助xx人次,发放救助金、特困供养金共xx余万元。三是重残护理补贴xx人、xx万元。四是孤儿和事实无人抚养儿童x人、xx万。高龄补贴xx人、xx万元,群众幸福指数不断攀升。三、存在问题及下一步打算半年来,xx镇便民服务中心牢记为民服务宗旨意识,扎实开展各项惠民利民便民措施举措,取得较好成效,但依然存在部分问题,主要表现在:因历史条件限制,办公地停车位较少,每逢赶集日办事群众较多,群众停车不方便,便民服务设施等硬件建设还需加强;宣传力度不够,部分事项在村一级便可办理,但仍然有部分群众到xx镇便民服务中心来办理,对村管理和指导不够,镇便民服务中心业务人员业务能力和主动服务意识还需进一步加强。
(3)师生讨论,提升思维深度。教师引领学生将讨论由农业生态破坏、土地利用不合理等表象问题逐步深入到农业结构不合理、农业技术落后等深层问题,提升了学生思维的深度。(4)角色体验,突破难点落实重点。在农民与保护区工作人员的角色体验活动中,学生们尝试换位思考,在冲突与交锋中,在教师的引领下,重新认识环境保护与区域经济发展的关系,在情感体验中加深对可持续发展内涵的理解,小冲突凸显大矛盾是本课设计的创新之处。2.注重对地理问题的探究,突出地理学科本质。地理学科具有综合性、区域性特征,区域差异及人地和谐发展观是我们在教学中应该把握的基本特征,也是我们应当把握的地理学科的本质特征,因此在本节课的设计中我注重抓住地理事物的空间特征、综合性特征,以突出地理学科的本质。
一、20**年主要工作 20**年,在疫情常态化防控形势下,全市各级计生协会和中国人寿*各分(支)公司密切配合、积极运作,仍取得了较好成绩。主要体现在三个方面:一是保费总量位居全省第四,工作得到充分肯定。20**年全市共承保计生家庭户8.57万户,保费926万元,与第三名三明市相比总保费相差53万,与*(2249万)、*(1497万)相比差距明显,与排第五位的莆田比也仅相差193万,可以说前有标兵后有追兵。在20**年9月东山会议上,我市获得2013-20**年计生家庭意外伤害保险工作二等奖,*区、建阳区分别被授予“*省计生家庭意外伤害保险工作先进单位”。二是理赔到位,投保家庭利益充分保障。20**年理赔支付2208人,理赔金额688万元,赔付率为74.3%,人均获赔金额3116元,人均赔款同比增长1000元,让计生家庭获得实实在在的保障。三是积极面对新形势推出新举措。在捐赠政策发生变化情况下,中国人寿*分公司仍主动承担社会责任,为全市计生困难家庭子女开展“金秋助学”和“职教助学”活动。积极推广“推荐人”队伍建设,通过“乡村振兴保”掌上门店开通,将有意愿的非主干的村级计生管理员纳入“推荐人”队伍,目前全市推荐人已达480人,为基层计生群众提供投保和理赔咨询服务,进一步提高销售和售后等服务的时效。总的来说“抓巩固、促提升、重服务、惠民生”的工作要求基本得到落实,保险机制的“稳定器”和“推进器”的功能也得到充分发挥。借此机会我谨代表*市计生协会对同志们的辛勤努力表示衷心的感谢! 在看到成绩的同时我们也应该认识到,工作中仍存在不足,通过*经理对20**年工作通报分析可以看出,各地工作进度很不平衡,负增长趋势明显,要完成年度目标任务数任重道远,其中既有疫情及国内经济影响的外因,更多是内因,主观认识上已不如工作初期重视,各地协会及分支公司人事变动后在工作衔接出现断点,沟通不畅,联系不密,四大联合机制在落实上弱化,保险优惠政策及典型案例宣传力度减弱,对群众购买保险的新需求了解不够,调研不多,创新不足。这些都有待我们在今年工作中进一步加强和改进。
一、政府信息公开情况2023年1—5月,主动公开政府信息137条,其中政策解读类信息13条,回应关切信息6条,经济和社会发展统计信息16条,召开新闻发布会2次,收到政府信息公开申请1条,已办结1条,政务公开工作有序开展。二、政务公开工作开展情况(一)政务公开网站栏目发布情况按照县政务公开办要求,认真做好网站栏目发布工作。重点栏目、基础信息更新及时,新闻发布、政策解读信息均按要求及时发布到相关栏目,做到“常更新、常检查、常补缺”,确保政务信息常态化发布。一是优化政务信息管理。规范性文件发布格式严格执行省级行政规范性文件网络版格式。二是持续深化政策解读。采取文字、图片、漫画、视频等多种方式形象化、通俗化解读和宣传统计工作相关法律法规、统计数据和相关专业知识,及时准确传达权威信息和政策意图,避免误解误读。
过去一年,区财政局紧紧围绕区委区政府的中心工作部署,克服了经济下行、疫情常态多发、收支矛盾突出等诸多困难,充分发挥财政服务与保障职能,全力以赴抓收入、促发展、惠民生、控风险、推改革,在极度困难的经济形势下稳住财政经济运行基本盘,财政管理各项工作有力有效、出新出彩。重点有这么几个方面:一是做大财力有新突破。争取免抵调指标**.**亿元,位居全省第一、创历史新高;完成浙商银行收入下划*.**亿元;争取新增债券**.*亿元,总额度位列全市第一,实现了收入困难形势下的新突破。二是服务大局有新成效。推进新一轮国企市场化改革,完成二级子公司整合划转;强化财政资源统筹,集中财力服务稳经济、民生共富和重大建设,在服务全区各项事业发展中充分发挥财政职能保障作用。三是精细管理有新实效。压实过紧日子要求,大幅压减非急需非刚性支出,确保收支平衡;多渠道筹措资金,圆满完成年度化债任务;争取多项省市改革试点任务,市财政绩效考核连续两年位列全市第一。
